Prepared in Cannes, validated on departure
Tax-free shopping does not happen in Cannes. It is prepared in Cannes, in the shop, and it is decided at the airport, in front of a kiosk, before you check in your suitcase. That gap is what costs most visitors their refund: a form properly filled in on rue d'Antibes is worth nothing if customs do not validate it when you leave the European Union.
The principle is simple. If you live outside the European Union, you can recover the VAT on goods bought in France and carried in your luggage. French customs refund nothing themselves: they check the export and validate the form, through an electronic system called PABLO. It is the retailer, or the tax refund operator the retailer uses, who then pays you back.
Our sources are official and dated: the French customs pages (douane.gouv.fr, English page updated on 4 June 2026), the Service-Public page for retailers (verified on 8 October 2025) and the tax refund page of Nice Côte d'Azur airport, consulted in October 2026. The reference text is a customs circular of 24 April 2026. The rules change: reread the customs page before you leave.
Tax-free shopping, step by step
N° 01
Who qualifies
Aged 16, resident outside the EU, staying under six months
Three cumulative conditions, according to customs: being 16 or older, having your habitual residence outside the European Union, and staying in France or the Union for less than six months. Residence is what counts, not nationality: a French citizen living in London or Dubai qualifies, provided they show official proof of residence as well as their passport. British, American or Swiss visitors are covered. Conversely, residents of the European Union are excluded, and so are residents of Monaco, which often comes as a surprise on the Riviera.

The threshold
Over 100 euros including tax, in the same store
The purchase amount must be strictly above 100 euros including all taxes: at exactly 100 euros you do not qualify. This threshold has applied since 1 January 2021. The French-language customs procedure page says it is calculated within the same retail brand, over three days at most; the English page speaks of the same store on the same day. If in doubt, group your purchases on the same day in the same shop, and ask the sales assistant what can go on a single form. There is no cap on the number of items, but the purchase must remain tourist retail, not commercial.
N° 03
In the shop
Tax-free sales are optional for the seller: you cannot demand them. In Cannes you mostly ask for them in the fashion houses on La Croisette and the stores on rue d'Antibes, but the only way to know is to ask before you pay. Show your original passport, not a photo. The seller draws up an export sales form with a barcode, which you both sign, and you choose the refund method at that moment: bank card, transfer or cash. Reread your name: it must match the passport exactly.
N° 04
PABLO
A kiosk, a barcode, a validation
PABLO is the customs electronic validation system. On departure you scan the barcode on the form at a kiosk near the customs office. If the screen shows that the form is validated, you are done: the information goes straight to the operator and you have nothing to post. If the kiosk refuses, or if your form has no French barcode, go to the customs counter. In every case, have your passport, travel ticket and the goods with you: customs may ask to see them, and one missing item is enough for validation to be refused.
N° 05
Nice airport
According to Nice Côte d'Azur airport, the PABLO kiosks are on the arrivals level, next to customs: in Terminal 1, opposite the information desk; in Terminal 2, opposite gate A3. So not in the departures hall, and before the security check: once through it, there is no going back. The order to follow is this: kiosk first, suitcase check-in second. If you chose a cash refund, it is paid at the Global Exchange bureau de change, after validation. As far as we could establish, the list published by customs shows no kiosk in Cannes itself.
N° 06
The deadline
Before the end of the third month after purchase
The form must be validated before the end of the third month following the month of purchase. A purchase made on 15 July can therefore be validated until 31 October. After that, the form has expired. Validation happens on the day you leave the European Union, not before: if you leave Cannes for Italy or Spain to continue your trip, you validate nothing in France.
N° 07
Other exits
Connections, trains, Switzerland: where it gets complicated
If you leave the Union through another member state, the customs of that country stamp the form, and you then have to send the stamped document back to the French seller. On an international train, the stamp is obtained during the journey or at the border station. To Switzerland by road, customs have required since 1 July 2023 that you exit through a crossing point manned by French customs. And if your flight from Nice connects through another EU airport, ask at the customs counter before checking in: we found no official rule clear enough to give you here.
What we avoid
What we avoid: counting on 20 per cent. The standard VAT rate is 20 per cent, but it is calculated on the price before tax, and the tax refund operator takes its fee on the way. What you actually receive is lower, sometimes markedly so. The amount you will be paid is shown on the form: read it before you sign, and compare if two shops sell the same item.
What we also avoid: checking in the suitcase before going to the kiosk. It is the most common mistake, and it cannot be undone. Customs do provide for regularisation after the event, but it is exceptional: it is only admissible if the customs service was absent and the kiosks were out of order when you left. Arriving late at the airport is not a reason. The request is made by post, within six months of the purchase, with proof of export.
Finally, we do not ask for tax-free on what does not qualify. Services are excluded: a hotel night, a restaurant, boat or car hire cannot be refunded. Nor can tobacco, cultural goods above certain thresholds, weapons, petroleum products and certain vehicles. And the goods must be able to travel in your personal luggage.
On departure day
On departure day: allow a margin. Validation comes before check-in, and there may be a queue at the kiosks. Keep the purchases accessible, in a bag you can open, with the form, the passport and the boarding pass in the same pouch.
If something goes wrong: once the form is validated, your contact is the retailer or its operator, whose details are on the form, not customs. For a question about the rules, Infos Douane Service answers on 0 800 94 40 40 from France (free call) and on +33 1 72 40 78 50 from abroad, Monday to Friday from 8.30am to 6pm, excluding public holidays.
Tax-free shopping in Cannes, common questions
What is the minimum purchase for tax-free shopping in France?
Purchases must exceed 100 euros including tax, within the same retail brand. The threshold has been 100.01 euros since 1 January 2021. Customs state that purchases may be combined over three days at most in the same brand. Source: douane.gouv.fr, consulted in October 2026.
Where do you validate a tax refund form at Nice airport?
At the PABLO kiosks in the arrivals hall, near the customs office: opposite the information desk in Terminal 1, opposite gate A3 in Terminal 2. Validation takes place before baggage check-in and before the security check. Source: Nice Côte d'Azur airport, consulted in October 2026.
Can you get a tax refund form stamped in Cannes?
No, not to our knowledge. The list of PABLO kiosks published by customs shows, for the Alpes-Maritimes, only Nice airport. Validation takes place at the point of exit from the European Union, on the day of departure. In Cannes you only prepare the form in the shop.
Does a resident of Monaco or the United Kingdom qualify?
Residents of Monaco are excluded, according to customs. Residents of the United Kingdom qualify, like everyone who lives outside the European Union, if they are at least 16 and are staying for less than six months.
How long does the refund take?
Customs set no time limit in their pages. With an electronic validation and a refund by card or transfer, you have nothing to do: the retailer refunds when it sees the validation in its system. In cash, the refund is paid at the designated office near the place of validation.
